Assemble Secures Rezoning Approval of Two $1.2b Build to Rent Sites

Clayton & East Bentleigh sites fast-tracked to deliver more affordable rental housing

We are excited to have secured the rezoning of two key residential and mixed-use sites in Clayton and East Bentleigh valued at $1.2 billion.

The move paves the way for our team to deliver over $900 million in affordable housing and $300 million of retail and workplace for projects located at 209-211 Carinish Rd, Clayton and 246 East Boundary Road, East Bentleigh.

“We are now a step closer to delivering over 1,600 social and affordable housing units, along with much needed health, commercial and retail outcomes, for the broader Glen Eira and Monash communities,” said Mr Daff.

Both projects were recently streamlined under the Victorian Planning Authority’s (VPA) Fast Track Projects Program which accelerates rezoning of prime industrial sites into residential, commercial and mixed-use sites in a bid to unlock approximately $17 billion in estimated economic value by mid-2021.

Carinish Rd, Clayton

The former PMP Printing site, located at 209-211 Carinish Road, Clayton was rezoned by the Minister for Planning on the advice of the VPA.

Located on 8ha of land, the precinct will support a growing local community within the Monash National Employment and Innovation Cluster (MNEIC). Set to deliver diverse housing, shops and businesses centred around a new town square, it will accommodate around 1,180 new homes including affordable housing, three new local parks, and 1,000 local jobs.

We have proposed a 680-apartment development within the precinct, situated on a 2.123ha site acquired in 2016, offering housing under its social and affordable build to rent model.

Some 20% will be delivered as social housing managed by our community housing partner, Housing Choices Australia; and 35% of dwellings will be dedicated to affordable housing targeting essential workers, such as the local Monash health and education workers. The remainder is delivered as market housing.

“This is a prime site that will revitalise the area set in a well-connected precinct, offering the community easy access to key health, education and transport hubs. Our future residents will be within walking distance to the Monash Medical Centre, Monash University’s Clayton campus, Clayton Station and the future Suburban Rail Loop ‘superhub’ station.”

“Our partnership with Housing Choices Australia enables us to fast-track the delivery of social housing, without the need for government participation,” added Mr Daff.

Designed by Jackson Clements Burrows Architects, with Rush Wright as landscape architects, the development will also feature over 4,500sqm of commercial space, including office and retail, upon commencement in mid-2022.

East Boundary Rd, East Bentleigh

Additionally, our future East Village development, located at 246 East Boundary Rd, East Bentleigh was rezoned by the Minister for Planning and City of Glen Eira on 31 March 2021.

This masterplanned community, known as East Village, comprises 3,000 dwellings, 15,000sqm of retail floorspace, 80,000sqm of commercial floorspace.

The team will develop a $700 million multi-stage project at East Village as a build to rent community featuring over 940 units, with social and affordable housing, as offered at the Clayton development.

“East Village will provide stable rental tenure for a diverse residential community including students, tertiary education workers and essential key workers in the local Glen Eira community,” added Mr Daff.

The first stage, valued at $400m, features 450 units designed by Hill Thalis selected via a design competition, with MGS architects and Craig Tan Architects to design 16,000sqm of mixed-use elements, once works commence in late 2022.

It will also be home to the new McKinnon College Second Campus scheduled to open January 2022.
